Introduction: The integrated system of permits was launched under the supervision of the Ministry of Industry, Mining and Trade of Iran in order to solve the problems related to the issuance and use of foreign trade permits. This system tries to reduce or eliminate the following: • Forging or distorting licenses • Human recognition of the necessity or non-necessity of a license • The possibility of corruption and long time delays in the clearance process due to the manual authentication of licenses • The possibility of reusing a license • Unawareness of licensing bodies about the amount of licenses by their sub-units • Unawareness of the non-entry of unauthorized goods • The possibility of using expired licenses • A lot of damage due to non-collection of the government’s dues through the entry of goods without required licenses • Fig. Indirectly taking the risk of food security, medicine and public health, the way to deal with these problems is: “removing all paper licenses and electronic exchange of license data between source and destination organizations”. It should be noted that in any exchange process between two parties, the presence of a third party who is not a beneficiary is necessary. In the process of issuing and using entry, clearance, export and transit permits, a set of information is exchanged between organizations and bodies. Therefore, in order to protect the interests of the parties, a system should be designed to play the third role as a data exchange center.
